Active in around 40 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 4 million children and members of their communities, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

Context:

The Access to Justice (A2J) Technical Coordinator will be responsible for providing strategic direction and vision to Tdh’s A2J program and intervention strategy in Iraq.

S/he will oversee the A2J program development in country in cooperation with other technical coordinators at country and regional levels and will technically lead the proposal development process and coordination with key actors in the country.

S/he will lead the developing and contextualizing program designs, models of action, and conceptual frameworks. S/he will ensure programming quality through capacity building, monitoring, and learning.

S/he will oversee technically the implementation of project activities and provide technical guidance to the staff to ensure that stated goals and objectives are met, that the projects are appropriately monitored and evaluated, and that project reports are written and submitted in a timely manner. Additionally, s/he will oversee producing tools, policy documents, research, need assessment, communication material and other key documents for the program in country.

Responsibilities:

  • Provide technical leadership and direction to the Access to Justice (A2J) Program in accordance with best practice and Tdh policy, and in compliance with the sector’s quality standards
  • Takes the technical lead for new project proposal development, focusing on developing the theory of change, log frame, technical program narrative, budgets and on other components required
  • Contribute to the development of the country strategy in A2J, including performing the required context and needs assessments
  • Take lead in potential partner identification, vetting and the development of MoU’s and their capacity development and engagement plans
  • Work closely with the Senior Management Team to identify potential donors for A2J projects
  • Develop required tools, policy documents, training modules, assessments/evaluations, etc. relevant for the A2J Program, including technical deliverables within the program
  • Support the CR & DCR with proactive engagement with donors and fundraising initiatives, by identifying opportunities, attending meetings, presentations, and material to communicate the A2J program and its achievements
  • Work closely with various partners to ensure better coordination and representation of Tdh
  • Technically support the A2J teams to conduct regular monitoring, evaluation & learning activities (with support from MEAL staff), and on a regular basis liaise with partners to identify gaps and challenges as well as to ensure quality impact of the A2J interventions
  • Work closely with the Q&A and MEAL team in developing A2J programming M&E frameworks, tools and resources to monitor, track and report on effectiveness, efficiency and impact of A2J programming
  • Identify potential partners, participate in their capacity assessment, support with setting up agreements, regular monitoring & reviewing of their implementation capacity and quality, support with capacity building and institutional development
  • Identify training needs and develop a capacity building strategy for A2J sector in the mission, in cooperation with other technical colleagues when relevant
  • Support capacity building process with national partners and other relevant stakeholders when strategic and relevant for the program in country
  • Tdh’s focal point with government partners, and other coordination bodies representing the A2J program
  • Regularly liaise with relevant ministries (of Interior, Justice and Labor and Social Affairs) and government level departments to secure approvals, assess needs and communicate programming progress

Profile:

  • Education: University degree preferably in Law, Human Rights law or other related topics
  • Language: Excellent oral and writing skills in English, knowledge of Arabic is an asset
  • Experiences: Five years relevant work experience in Access to Justice programs and Child Protection, at least 2 within I/NGOs, agencies or others as Program/Project Manager, Technical Advisor, Coordinator
  • Previous experience in the MENA region is an asset
  • Proven technical knowledge and skills in the field of Access to Justice, Legal Assistance, Human Rights, Policies and Protection
  • Proven capacity in proposal writing and grant management
  • Prior experience working in emergency settings or insecure environments
  • Strong written and oral communication skills, effective representation skills
  • Demonstrated experience in capacity building and mentoring of national and international staff
  • Team player, comfortable in a multi-cultural environment and able to manage his/her stress level

Salary:

Expatriate contract under Swiss labour code 3 400 CHF (~2 950 €) < > 4 750 CHF (~4 100 €) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.

  • Commits to reducing the risk of abuse and harm by developing a culture of open and informed leadership within the organization and in our work with children and the communities in which we intervene in.
