Quality and Accountability Coordinator

Location and working conditions:Amman
Start date of post: July, 17 2017
Duration:12 months

Deadline: Terre des hommes does not set closing dates for this position; recruitment is ongoing until the position is filled.

Conditions :

Swiss salaried contract 4’200 CHF < > 5800 CHF net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Tdh opened its Delegation in Jordan in 2007 with the objective to implement programs in Jordan, initially in favour of Iraqi refugees. Currently Tdh implements two main projects in Jordan, a Juvenile Justice (JJ) intervention started in 2011 in Amman and a response towards the Syrian crisis started in 2012 in the host communities in the Northern Governorates and in 2013 in Refugee camp.

In the context of the response to the Syrian crisis, Tdh is providing a comprehensive package of services for vulnerable Syrian and Jordanian children in order to enhance their well-being and to promote their social cohesion and resilience. Through Psychosocial Support activities, life skills, informal education and case management. In addition, community mobilization is strengthening Child Protection system and mechanisms at community level to build a more protective environment for children. Capacity building of the national stakeholders is the cornerstone of the longer-term projects and a priority for Tdh Jordan. A strong capacity building component will be added for the national stakeholders, especially the local level (Community Based Organizations (CBOs) and local authorities). A specific focus on Social cohesion, integration, youth empowerment and parents participation will also prioritized for the coming years.

The team working in the EJC camp and the Host communities, under the supervision of the North Field Coordinator based in Irbid (+-1h from Amman) and collaborating with 3 CBOs for activities implemented in permanent Child-Friendly Spaces (CFS) and with 12 CBOs in the North of Jordan for the outreach protection activities.

The general objective of the JJ Project, implemented in CBOs and Training and Rehabilitation Centers (TRCs) is to reinforce a Jordanian child-friendly juvenile justice system through the development of an appropriate response to the needs of children at risk and detained in Amman. The project is based on a three-pronged approach: response to the psychosocial needs of the children at-risk or detained, capacity building of JJ stakeholders to improve their ability to protect those children and development of coordination mechanism between JJ stakeholders, including Informal Justice System Actors.

On time today, the Coordination Office of Tdh in Jordan is located in Amman and there is one sub-office in Irbid in North. The delegation is composed by more or less 80 employees who are currently mainly based in the North where the large part of the activities is implemented. The delegation is very dynamic, at the beginning of 2017 the global budget is about 4 million, thanks to several donors whose the main are Swiss Solidarity (SwS), UNICEF, OCHA and ECHO.

General job description:

  • The Quality and Accountability (Q&A) Coordinator answering directly to the Country Representative.
  • S/he works closely on a daily basis with all Departments, especially with the Technical Department, through Program Coordinator, Field Coordinator and Project Managers.
  • S/he manages the Q&A department. This department provides methodological and technical guidance and support to operations teams at different stages of the project management process by focusing on accountability to beneficiaries.
  • The Coordinator designs and implements the delegation’s Q&A framework of Tdh Jordan and supervises all activities contributing to the Q&A of projects and programmes, providing support to the teams and partners involved.
  • S/he directly supports teams by performing situation analyses, designing intervention strategies, capitalising on lessons learned and creating the necessary conditions to inform, involve and communicate with populations and actors affected by projects and programmes (accountability).
  • S/he ensures that ethical principles such as gender equality, fairness and “do no harm” are respected in projects and programmes.
  • S/he supports an institutional culture that encourages discussion, critical thinking, collective learning and teamwork in Q&A fields.
  • S/he helps develop a dynamic approach to Q&A inside and outside Tdh (as part of regional partnerships, networks, centres of expertise, working groups, etc.).

Main responsibilities:

Strategic management

  • Leads the development and implementation of the delegation’s Q&A strategy, and its operational framework, in keeping with Tdh’s policy and orientations (in coordination with the Delegation Head and programme coordinators).
  • Takes responsibility for the quality of the methodological tools provided by the Q&A department to project/programme teams. Checks that conditions are suitable for their adoption by teams and monitors the progress of Q&A projects.
  • Helps collect and share lessons learned; supports a culture of openness and discussion where critical thinking is encouraged in order to learn from errors and continually improve actions.
  • Ensures projects, programmes and Q&A initiatives respect ethical principles such as gender equality, fairness and “do no harm”. In particular, protects confidential data, applies the principles of informed consent, and protects children during the completion of projects in his/her area of expertise.

Management

  • Manages team members answering to her/him, from the recruitment phase to the end of their employment. Adopts good management practices in keeping with Tdh’s values. Applies the delegation’s staff management policy.
  • Ensures the optimal allocation and proper management of her/his department’s resources (including financial, logistical, technical and human resources). Monitors departmental budgets monthly. Support to project and programme teams – situation analyses, strategy, capitalization on lessons learned and accountability

  • Provides direct methodological and technical support to teams and partner organisations while taking part in the following projects:

  • Writing terms of reference for projects inside and outside the organisation; helping to select consultants and monitoring their work; analysing, accounting for and sharing the results of these projects.

  • Actively participating and facilitating to design intervention strategies for countries, programmes, projects or advocacy initiatives.

  • Actively participating and facilitating to write Q&A sections in project proposals submitted to donors.

  • Actively participating and facilitating to design and implement an accountability framework adapted to projects.

  • Completes special projects requiring a specific technical expertise and/or work volume for programme teams and partner organisations: situation analyses, specific studies and investigations (excluding M&E studies completed internally), organisation and management of strategic working groups (planning, multi-actor consultation, etc.).

Support to project and programme teams – monitoring and evaluation

  • Supports staff in charge of M&E and ensures the quality of their contributions to project and programme teams.
  • If the Monitoring and Evaluation Manager is absent, checks the quality of monitoring plans, the relevance of allocated resources and the feasibility of plans and organisational measures adopted for their implementation; coordinates the different actors involved; and ensures the monitoring and information management systems are consistent across the entire delegation.
  • If the Monitoring and Evaluation Manager is absent, supervises and/or helps project and programme teams develop terms of reference for monitoring evaluations, studies and investigations, select consultants (if necessary), monitor progress, analyse results and ensure results are taken into account by operations teams.

Learning and Reflection

  • Takes responsibility for building the Q&A skills of Tdh’s programme teams, project teams and partner organisations by ensuring that the support provided to teams furthers their training (through mentoring) and by organising training sessions as needed.
  • Actively contributes to instill a culture of learning and reflection in the Delegation, through facilitating periodical reflection meetings, writing digestible reflection and lessons learning reports, etc.

Internal and external networking

  • Takes part in discussions on Q&A with actors involved in this field in the country concerned.
  • Takes part in discussions on Q&A with Tdh teams in the zone concerned and/or head office.
  • Helps roll out Tdh’s Q&A strategy by, where possible, getting involved in specific files, in coordination with the zone concerned and/or the Q&A Unit at head office.

Security and child safety

  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies

Profile :

  1. Expertise in project cycle management, detailed knowledge of concepts, processes and tools, and experience in leading participative processes;

  2. Expertise in designing, planning and implementing Q&A initiatives (situation analyses, planning, monitoring, evaluation, capitalizing on lessons learned, participation, communication, information management);

  3. Ability to understand and question issues, hypotheses and research initiatives in coordination with a team of external researchers;

  4. Awareness and knowledge of ethical issues related to project management: gender equality, fairness and do no harm;

  5. Knowledge of and professional experience in the children’s rights field (protection and health) in the humanitarian aid/development context;

  6. A perfect fluency in English (reading, speaking and especially writing) is a must.
