Child Protection and Education Project Manager
Position Start Date: middle of November 2017

Swiss salaried contract 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Main responsibilities:
The Child Protection PM is assisting and working under the supervision of the Country Representative in iraq/ the Humanitarian Child Protection Specialist in headquarters. He/She is in charge of the direct implementation and supervision of the Child Protection project in Tikrit areas.
He/she will be supported by a Tdh CP Specialist, a Senior Assessment Officer, a Logistician Admin, a database officer part-time, with the aim of supervising and reinforcing the local partner child protection team and the community capacities, through a progressive delegation of responsibilities.
He/she supports and supervises the partner CP team in charge of the implementation of CP activities. He/she works in complete line with the CP project strategy defined for the Tikrit intervention. He/she works in close coordination with the governmental and non-governmental agencies, with the cluster system, to develop, monitor and orientate the CP project.
He/she also acts as the technical lead on all education-related. He/she is expected to lead on education-related assessments, programme design and implementation at proposal and strategy level, as well as support on fundraising, recruitment and procurement, liaising and linking with other sectors in general and child protection in particular. He/she oversees the monitoring & evaluation of education activities and support the education working group coordination.**Fonction details:**
Line Management and Human Resources Management:
- Daily supervision of partner’s child protection team members in Tikrit and Tdh CP Specialist;
- Participates in CP team recruitment and revision of job descriptions;
- Ensures the whole team has a clear understanding of the Tdh CP mandate and project in Tikrit;
- Lead and manage staff, encouraging effective team work and providing supervision and guidance, including regular and constructive feedback;
- Reports incidents and difficulties encountered with any staff members to the Country Representative;
- Organises and leads weekly team meetings and provides weekly program update and movement plan to CP Specialist.
Project Management:
- Develop, implement and monitors the Child Protection and Education projects in Tikrit, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets;
- Ensure that activities are appropriately monitored and evaluated and proposes, when deemed necessary, amendments to the child protection and education strategy, in consultation with the Humanitarian Child Protection Specialist in headquarters;
- Conduct initial and regular assessments of the Child Protection and Education projects and activities’ impact.
- Forecasts and follows up on expenditures related to the Child Protection and Education projects.
- Participates in budget revision exercises;
- Prepares timely purchase requests in line with the Child Protection and Education project needs;
- Supports required actions by the administration related to protection team management and supervision;
- Identifies logistic and admin support needs related to the CP and Education project in Tikrit and communicates these to the CP program manager and relevant log/admin support person.
Technical competences
- Knowledge of CPMS;
- Experience in PSS and case management;
- Capacity to establish a referral pathway for severe cases.
Project Strategy and planning
- In collaboration with the Humanitarian Child Protection Specialist in headquarters and the Tdh CP Specialist, participates in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision;
- Participates in CP and Education assessments;
- Participates in the review of the strategy for Tdh in Iraq if requested.
Database
- Oversees the implementation of the database tools;
- Ensures correct data protection procedures and filing.
Capacity building
- Coordinates the capacity building support to the CP and Education team, relevant local authorities, and community workers in Tikrit and community groups, as required by the project, specifically on recreational and play activities, PSS, and case management;
- Provide technical support to CP and Education team members as needed.
Coordination
- Works in close collaboration and consultation with the CP specialist;
- Coordinates with other Tdh sectors to ensure implementation of standardised activities;
- Works in close collaboration and consultation with available government structures, non-government actors, cluster system and community representatives in Tikrit and neighbouring locations;
- Coordinate with other departments (programme and support) as necessary.
Representation
- Represents Tdh in foras and meetings held at community and location level;
- Develops a network to facilitate the project acceptance and stake holder’s contribution and ownership.
Reporting
- Provides compiled meeting minutes reports to the Country representative, including movement plans;
- Ensures a bi-monthly data analysis reports are submitted;
- Upon completion of the assignment, submits handover notes. Comply with Tdh Security Regulations;
Child Safeguarding Policy
- Commit to respect the Child Safeguarding Policy. Signs the Code of Conduct;
- Report serious cases of abuse on children identified by the Child Protection team to the Country representative. Strict confidentiality must be respected.
Others
- Undertake all other duties that may be determined by the Country representative and that are compatible with the job;
- Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.
Profile :
Knowledge :
- Professional diploma or university degree in Social Studies
- Previous experience with an NGO is mandatory
- Previous experience in emergency response is appreciated
- Project management experience is appreciated
- Experience in protection, notably child protection
Skills :
- Required qualities: organized, sense of human relations, diplomacy, communication skills, ability to work under pressure
- Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context
Languages:
- Excellent written and spoken English
- Knowledge of Arabic is an asset
- Advance IT skills
- Knowledge of the Iraqi/Syrian context would be a distinct advantage
