We are looking for our delegation in South Sudan for a
Child Protection Project Manager
Position Start Date: 12th of November 2018
Duration: 9 months
Location: Juba - South Sudan

Contractual conditions:
Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Context:
Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013 a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar). Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken.
In August 2015 an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult.
In November 2016, following massive displacement of population and start of the conflict in Equatoria, Tdh launched an assessment in Yei to determine the immediate humanitarian needs of the affected population. Tdh has opened a new base in Yei and started activities early 2017 on Food security, WASH and now Child Protection.
Past displacement due to conflict resulted in an influx of IDPs in the Protection of Civilians sites and IDPs sites in Juba where Tdh started its protection activities in October 2014. There are 28,526 IDPs living in the three UN House PoCs in Juba, whereas UN House PoC3 hosts the largest population with over 30,000 people in 2018. Half of them are children below 18 years of age. Tdh is supporting CFS and CBPSS activities in POC3, and, in POC 1, Tdh has deployed 4 PSS facilitators to link with school and implement CBPSS activities.
This situation is putting pressure to the existing over-stretched resources and facilities, further sparkling frustration within the displaced population, along with increased tensions between them and the neighbouring host communities. The current economic crisis, the precarious livelihood means of the IDPs, the emotional and psychological burden of the displacement and the uncertainties about the future, are heavily affecting the lives of thousands of IDPs, among whom children and women suffer the most.
The project manager is in charge of implementing the project in Juba: meet the protection and psychosocial needs of displaced children and caregivers through Child Friendly Spaces, adolescent programming& community based activities, case management, non formal education, under UNICEF funded grant.
Main responsibilities:
The Child Protection Project Manager is working under the supervision of the Country Director in Juba and with the support of the child protection specialist in HQ. He/She is in charge of the direct implementation and supervision of the project.
He/she works in complete line with the CP project strategy defined for the intervention.
He/she works in close coordination with the governmental and non-governmental agencies, with the coordination system, to develop, monitor and orientate the CP project.
He/she works with all relevant authorities at district and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the conditions to protect children.
He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.

Fonction details:
Team Management & Human Resources Management
Train and manage programme staff, recruit and identify if needed
Participate in ensuring a positive working environment and good team dynamics (solve out potential conflicts), support coordination meetings and follow the staff under his/her direct responsibility on a regular basis
Create conditions for a good flow of operational information (verbal exchanges, e-mails, sitreps, reports, etc.)
Participate in the delegation coordination meetings
Develop his/her subordinates' self-reliance and encourage collaboration
Project Management
Develop, implement and monitor the Child Protection project, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets
Ensure that activities are appropriately monitored and evaluated
Follow up on the Child Protection situation in South Sudan and activities’ impact and propose adjustments of the project strategy if needed
Identify logistic and admin support needs related to the CP project and communicate these to the relevant log/admin support person(s)
Forecast and follow up on expenditures related to the project
Participate in budget revision exercises and prepare when relevant timely purchase requests in line with the project needs
Prepare timely purchase requests in line with the project needs
Support required actions by the administration related to protection team management and supervision
Identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s)
Project Strategy, reporting and planning
Ensure timely and quality donor and internal reporting
Feed information to relevant Tdh colleagues
Participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision
Participate in CP and PSS assessments in its geographical zone of intervention or outside.
Contribute to the development of quality project proposal
Participate in the review of the strategy for South Sudan
Contribute to the implementation of Tdh CPMS Institutionalisation Strategy and act as focal point if required
Coordination, representation and context follow up
Work in close collaboration and consultation with available government structures, non-government actors, cluster system
Coordinate with other departments (programme and support) as necessary
Ensure that CP team operating in the Protection of Civilian sites adheres to all relevant internal and external security protocols and support the CD/SFP to follow the context and security situation in the project areas of implementation
Increase Tdh visibility in terms of CP and PSS in South Sudan
Participate in all relevant meetings
Ensure Tdh representation in front of UNICEF

Profile:
Good project management experience in emergency and/or development programmes
At least 2 years experience in a similar position in the field and with refugees
Proven expertise/knowledge/Experience in Protection and PSS
Good knowledge and experience in logistics, admin and finance
Significant knowledge of international humanitarian response and development work
Excellent written and spoken English (French is not required)
Advanced IT skills
Excellent writing, reporting and communication skills
Ability to work in an inter cultural environment and in insecure locations
Flexibility
Responsive, motivated, good communicator
Ability to work under pressure

Child Safeguarding Policy:
Undertake to ensure the best possible implementation of the Child Safeguarding Policy (CSP) and operational risk management in his/her intervention zone and within project teams (in the case of an identified problem, contact the Head of Delegation to report it).
Assist in the implementation of resources for promoting awareness and supervision necessary for his/her local colleagues to adhere to the Child Safeguarding Policy (CSP) and operational risk management.
Participate in monitoring protection cases, allegations or possible/potential violations of the Child Safeguarding Policy under the supervision of the Head of Delegation.
In conjunction with the Head of Delegation, analyse the security situation in his/her area and inform line management.
Contribute to updating the security plan on his/her area(s) of intervention.
Check that the members of staff in his area(s) are in fact following safety procedures.
