We are looking for our delegation in Iraq for a

Compliance Manager

Position Start Date: 25th of November 2018

Duration: 3 months

Location: Erbil - Iraq

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

Contractual conditions:

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Tdh has been present in Iraq since 2014 with NFI distributions in Dohuk Governorate and in October 2015 launched unconditional cash assistance with the support of Swiss Solidarity. Since these first interventions, Tdh is now present in eleven districts (Anah, Al-Qa’im, Haditha, Tal Afar, West and East Shirqat, Tikrit, Baiji, Hawija, Kirkuk and Tooz) across four Governorates (Salah al-Din, Kirkuk, Nineveh and Al-Anbar) with operations in the two latter districts since 2017 as Tdh followed the frontlines to provide emergency assistance. Tdh was the first INGO to have field offices in Tikrit, Shirqat, Tal Afar and Anah.
Tdh’s strategy consists on providing emergency assistance in hard-to-reach and newly accessible areas with an integrated emergency response to conflict affected people while building the capacity of its current response in areas where services are being re-established.
Current donors: ECHO, OFDA, Pool funds, SDC, CDB, UNICEF, Hecks, Alta Mane …
Operational field base : Kirkuk, Tikrit, Shirqat, Tal Afar and Anah.

Main responsibilities:

Under the supervision of the Deputy Country Representative Support, the compliance manager is in charge of thethe design, implementation development and evaluation of the compliance program and monitoring its implementation. A specific focus will be done for the biggest donors of the delegation (with more specific guidelines).

Fonction details:

Compliance Plan: pre- evaluation: contribute to the evaluation and the due diligences preparation and follow up

  • Participate to the preparation of external audits and due diligences in close collaboration with the HQ, the Finance & logistic & HR Coordinators
  • Contribute to train Tdh employee to the compliance pre evaluation plan
  • Contribute, in close relation with his/her line manager, to facilitate and coordinate the evaluation, organize the kick off and close out meetings of each external audit
  • Contribute to draft Management responses to the audit report, to be reviewed by the Country Rpresentative Deputy and approved by the country Representative first and then by the HQ Department. Follow-up the reception of the signed audit report
  • Contribute to ensure the update of the Recommendations follow up and the implementation of the recommendations
  • When relevant to a project or mission registration, provide technical support to select external companies
  • Create and update a tool for monitoring the donors’ guidelines : fact sheet
  • Ensure compliance with Tdh and donors guidelines, with a special attention to procurement files
  • Lead the ongoing cleaning process hold, advice on the process to ensure the fulfilment donors procedures
  • Prepares retro planning for the external audits

Compliance Plan: internal evaluations

  • Assist in the preparation of the audit, conduct an internal evaluation
  • Contribute to ensure the update of the Internal evaluations follow up and the implementation of the recommendations from internal evaluation
  • Provide oversight and guidance to the different mission stakeholders of the coordination team about compliance, to ensure that mission and management teams are kept abreast of the adequacy with the internal guidelines to mitigate risk, particularly significant/high risks, to the organization
  • Evaluate and report against adherence to existing the humanitarian accountability standards, Child protection, , logistics, HR and procurement policies, guidelines/manuals and established procedures of the country teams, identify gaps and suggest corrective actions
  • Support the Tdh archiving policy in HR, log and finance and internal evaluation procedures by reating tools for selfassessment

Training sessions / lessons learn / best practices

  • Provide professional trainings and/or induction to all staff and partners whenever required, organize and supervise the plan of trainings for Tdh personnel in Anti-fraud, bribery, and corruption policy ensuring that all Tdh staff in the mission receives the trainings
  • Ensure adequate training & Capacity building to the field on Tdh institutional polices and Donors Procedures
  • Contribute to proactive dissemination and use of knowledge gained through compliance activities among international and national staff
  • Reinforce current procedures and the quality of Tdh internal evaluation, based on international best practices, donors’ requirements and results of internal evaluations & external audits
  • Upon request, participate to the drafting of specific policies

Other:

  • Provide regular and timely updates on progress and challenges to the line manager
  • Contribute to the recruitment of the national team dedicated to compliance and manage his/her team
  • Ensure training and capacity building of the Compliance team members in order to increase the level of technical ability and skills within the department
  • Evaluate the performance of the members of his/her team(s)
  • Make sure his/her team(s) follow the safety & security rules
  • Perform any other related activities as assigned by immediate supervisor

Profile:

Competencies

  • Professional diploma or university degree in Logistics, Accounting, or Audit
  • Previous experience with an NGO is advantageous
  • Advanced IT knowledge (Microsoft Office, Internet)
  • Knowledge of SAGA

Skills

  • Highly organized, with strong attention to details, rigorous, analytical, communication skills

Languages

  • Fluent in English (written and spoken)
  • Knowledge of Arabic is an asset

Other

  • Knowledge of Tdh and/or USAID/OFDA, ECHO procedures would be an advantage
  • Country risk level 3 out of 4

  • Commit to ensure the best implementation possible of the Tdh Risk Management Policies
