We are looking for our delegation in Iraq for a

Camp Coordination and Camp Management

Location and working conditions: Ninewa governorate– Iraq

Start date of post: ASAP

Duration : 6 months, more if funding available

Conditions :

Swiss salaried contract 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Tdh-Lausanne is currently implementing a large-scale emergency program throughout the country in Ninewa, Salah ah-din and Kirkuk governorates with activities held in frontline and second line.

The recent growth of Terre des hommes in Iraq led to the creation of this new position.

Main responsibilities:

The purpose of the CCCM Project Manager position is to implement project portfolio. Tdh implements a project in which vulnerable displaced households in informal collective centers are assisted. The CCCM Project Manager will lead several Tdh’s Mobile Response Teams (MRT) which aim to enable a liveable environment for displaced populations in informal collective centres and camps. The MRTs main goal is to establish, train, coach and mentor camp/site management structures and are responsible for coordinating the joint response of various actors operating within a centre or camp. The MRT also undertakes regular monitoring, evaluation and risk assessment of the condition of sites together with technical site maintenance and risk reduction services.

Function details :

Generic responsibilities

  • Line management of Team Leaders and Officers

  • Ensures adherence with Tdh policies, tools, handbooks and guidelines as well Government rules and regulations

  • Contributes to Site Management strategy development, concept notes, project proposals, budgets and provide input on needs and gaps

  • Manages and implements delegated portfolio of project (activities, budget, plan of Action, and project documentation) in line with proposals, objectives, strategies and donor requirements while ensuring high technical quality

  • Provides regular progress reports to FC (and input into Donor reports as requested

  • Ensures that projects target beneficiaries most in need of protection, explores and asseses new and better ways to assist

  • Participates in the recruitment of Team Leaders, Officers and Assistants and provides on the job training as planned to increase the capacity of project staff and transfer key skills;

  • Actively participates in capacity building trainings, workshops and seminars organized by Tdh.

  • Promotes the rights of IDPs/returnees in line with the advocacy strategy; Ensures that gender and protection mainstreaming are carried out at the field level by all staff

  • Collaborates with teams from other stakeholdersto ensure that project beneficiaries are provided with the full packages of services available through Tdh’s programming according to the beneficiaries specific and self-identified needs.

Specific responsibilities

  • In this project the Project Manager will (now or in the future) directly line manage, including performance management: Team Leaders and Officer, and indirectly Assistants (both technical as community mobilizers)

  • Ensures that activities are carried out in accordance with the allocated budget

  • Manages and supervise risk assessments and safety audits to ensure the safety of the teams and the site population, and advise and assist in developing joint site risk management plans

  • Monitors multi-sector needs and service provision and the overall condition of all of the sites including shelter, WASH, environment and cross-cutting services and the application of a participatory approach to identify, analyse and prioritise the needs in order to avoid service duplication and gaps

  • Establishes, strengthens and monitors an effective, transparent and representative site governance system including coordination of service provision (camp management)

  • Promotes and facilitates accountability toward beneficiary populations

  • Set up and maintains a sites information management system including sex and age disaggregated data collection and appropriate information sharing with relevant stakeholders

  • Assists in the development of assessment (Social and Technical) and Focus Group Discussion Tools. Plans and supervises community meetings and other community mobilization activities

  • Assists in developing beneficiary selection criteria and Standard Operating Procedures, and ensures that beneficiaries are selected in accordance with set criteria

  • Liaises and interacts with government authorities, beneficiary and host communities to ensure social cohesion, and if possible creates opportunities for local employment

  • Liaises and collaborate with relevant local authorities, local and international NGOs/Agencies and other key stakeholders at community and area level

  • Develops effective referral mechanisms

  • Ensures that staff is fulfilling their role to act as the central focal point

  • In collaboration with colleagues develops M&E plan and tools

  • Represents Tdh in the coordination or technical meetings with other humanitarian actors

  • Any other task relevant to the position as requested by the Project

  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.

  • Reducing the risk of child abuse by selectively recruiting employees and others.

  • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.

Profile :

Professional competencies

  • Experience managing all aspects of Shelter project implementation position in a humanitarian/recovery context

  • Previous experience from working in complex and volatile contexts

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile

  • Fluency in written and spoken English.

  • Arabic will be a strong asset. Knowledge of additional local dialects is a plus.

Context related skills, knowledge and experience:

  • Post-secondary (Bachelor) degree or higher in related field

  • At least two years in project management in an emergency setting or development wok.

  • Strong experience in financial, asset and human resources management, budgeting and administration

  • Strong experience in planning, design, management and implementation of emergency shelters in Iraq, including distributions and assessments

  • Strong communication, interpersonal, analytical and negotiation skills

  • Ability to prioritize needs and carry out multiple tasks simultaneously

  • Experience in coordinating with NGOs, community organizations, community leaders, UN Agencies and government officials

  • Proven skills and experience in (contributing to) concept note, proposal and report writing

  • Advanced computer skills, especially in Word, Excel, Outlook and Powerpoint.
