We are looking for our delegation in Iraq for a
Distribution Project Manager
Location and working conditions: Ninewa governorate– Iraq
Start date of post: ASAP
Duration : 6 months, more if funding available
Conditions :
Swiss salaried contract 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Context:
Tdh-Lausanne is currently implementing a large-scale emergency program throughout the country in Ninewa, Salah ah-din and Kirkuk governorates with activities held in frontline and second line.
The recent growth of Terre des hommes in Iraq led to the creation of this new position.

Main responsibilities:
The Distribution Project Manager will contribute to the development of various projects, which is a constitutive part of the country strategy, and subsequently specific parts of their implementation.
Function details :
Ensures external representation of Tdh in relevant sectors
Representation vis-à-vis provincial authorities:
- Participates in technical and sectoral meetings to ensure visibility amongst local authorities;
Representation vis-à-vis international organisations:
Participates in technical and sectoral meetings and working groups involving NGOs and UN Agencies (OCHA, PNUD, UNICEF, FAO, etc.) and all other inter-governmental institutions;
Contributes to the creation of reports, ensuring the quality and accuracy of technical information provided as well as the confidentiality of internal information as required;
More generally, the project manager is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of Tdh’s mandate, ethics, values and stand-point with regard to other actors.
Project Cycle Management :
Project implementation:
Plans the various stages of NFI distribution ;
Guides the implementation of the project and the methods of follow-up; Liaise with all internal and external counterparts of the project;
Assesses the activities undertaken and ensure efficient use of resources;
Project reporting requirementsSet up a clear timeline of reports to be submitted to project Donors;
Drafts narrative reports and contribute to the development of financial reports through regular budgetary follow up;
Ensures adherence to FLAT procedures.
More generally, communicates systematically to the Field coordinator or Program Coordinator on project progress and planning.
Provides relevant technical expertise
Ensure that technical quality and standards are considered during project implementation: Collect technical information and analyse associated opportunities and risks;
Identify relevant technical authorities and partners, and propose formal partnership and/or contracts.
Undertake quality control:
Analyses technical added-value and project impact;
Set up technical evaluation exercises during and following implementation. Coordinate all activities.
Oversees the implementation and evaluation of activities.
Interacts with enterprises providing cash transfers services, and drafts partnerships
Ensures that financial, programing and reporting requirements for vouchers and cash operations are met, in consultation with appropriate units
Contributes to the production of guidance and outreach materials as appropriate
Promotes, coordinates and participates in capacity-building initiatives for Tdh and partners staff
Participates in meetings and events related to the initiative, both at the country and regional levels Controls the application and supervision of signed agreements between Tdh and its partners and local/national authorities.
Oversee Program Staff and Security
Guides and direct program staff:
Organises and leads project coordination meetings;
Prepares and follows work plans with each project member;
Ensures a positive working environment and good team dynamics (solve out potential conflicts); Promotes team working conditions
Ensures capacity building of technical staff in the relevant sectors.
Child Safeguarding Policy
Raising awareness within the Foundation on violence against children.
Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.
Reducing the risk of child abuse by selectively recruiting employees and others.
Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.
Profile :
Competencies:
Academic background in a relevant field such as International Relations or Development
At least three years of experience in Project management experience (management, planning, staff development and training skills) in development programs
Proven capabilities in leadership and management required
Excellent skills in written and spoken English
Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms
Ability to work well and punctually under pressure
Arabic skills a strong asset
As well as the following specific « professional » competencies:
Able to work under pressure, in emergency context, decision maker, strong skills of planning and anticipation and identify the needs of the news IDPs sites.
