Country Representative

Contractual conditions:
Swiss salaried contract 4 200 CHF (~3 600 €) < > 5 400 CHF (~4 700€) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.
Context:
In the framework of the refugee crisis in Europe and of the emergency operations in the region, Terre des hommes is looking for an experienced professional to set up a new operational office in Belgrade, manage the existing emergency projects (carried out by partners organisations since September 2015) and develop rapidly a coherent, operational and successful humanitarian strategy for 2016 for the whole region
Main responsibilities:
The aim of the post is to increase Tdh profile in the region in terms of emergency response and to develop quickly a well-structured and fully-financed strategy primarily in Serbia but also in the whole region, depending on findings from needs assessments and gap analysis and funding opportunities.
Under the direct supervision of the Emergency Desk officer based in Lausanne (Switzerland) and with the support of the regional office in Budapest, the Country Representative Serbia and Lead of Emergency Response South Eastern Europe main tasks will be:
Fonction details :
Opening and managing the Belgrade office
· Identify and set up an office in Belgrade (and possibly in other locations in Serbia)
· Hire and supervise a local administrator for the day to day management of the office
· Ensure the official and effective registration of Tdh in Serbia
· Ensure Tdh is fully in line with the laws and directives of Serbia
· Ensure that Tdh administrative and logistical processes and procedures are properly observed
· Ensure financial monitoring of the budgets and make sure that Tdh operations in the country are fully financially covered
Representing Tdh:
· Identify relevant coordinating institutions (Ministries, Agencies etc) ;
· Participate in official meetings to ensure maximum visibility vis-à-vis national authorities;
· Establish and update contact details of potential Donors in country;
· Participate in Donor meetings and communicate relevant information to HQ;
· Participate in inter-NGO Coordination meetings and those of UN Agencies and any other relevant inter-governmental institution;
· Ensure maximum visibility of Tdh amongst the NGO community;
· Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
Analysing and developing a global intervention strategy and support its implementation:
· To analyse the national and regional context and draw up strategic guidelines for the emergency response
· Draft the operational humanitarian strategy in close collaboration with the Budapest regional office and the Emergency Desk officer
· Ensure that Tdh is aware of funding opportunities and strategies of major stakeholders and well positioned to acquire funding
· Lead fund-raising and negotiations with donors and develop an external donors relation strategy
· Lead needs assessments and reports and draft proposals to donors, including budget;
· Lead the implementation of Tdh response in the region
Supervising the existing projects:
· Supervise the partners’ work and project implementation with the support of the Emergency coordinator;
· Help the various teams in negotiations with provincial/local authorities and partners;
· Ensure global coordination and complementarity amongst projects and areas of intervention;
· Assess activities and ensure efficient use of resources;
· Ensure a proper financial monitoring system of the current projects
· Liaise with the Budapest Regional Office and Lausanne HQ with regards to any issue concerning the current projects
· Coordinate the proposal writing and reporting tasks of the current projects
· Ensure Tdh visibility regarding these projects and liaise with relevant colleagues in HQ and Budapest.
Profile :
Education: University degree in relevant field
Language: Excellent oral and writing skills in English. Other languages including Serbian or French a plus
Experiences and aptitudes:
· At least 5 years previous experience of seniority in an NGO at a management position in the field (expatriation).
· Successful track record of developing humanitarian strategies and securing high levels of funding from institutional donors (OFDA; BPRM; DFID; ECHO; UN; etc.)
· Extensive project management experience (management; planning; staff development and training skills) in emergency
· Management experience and strong team leadership qualities
· Ability to work well and punctually under pressure
· A commitment to excellence; attention to detail

• To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Serbia
• To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
